Since 2017, Indore has consistently been recognized as the cleanest city in India by Swachh Survekshan, a national cleanliness survey program launched by the India Government. Moreover, Surabaya, one of Indonesia’s largest cities, was selected as a comparison in this study due to its similarities with Indore in terms of population density, waste characteristics, and waste management system that has been implemented. A comparative analysis between the two cities presents an important opportunity to capture lessons and identify replicable approaches for building more sustainable waste management systems in Indonesia.
