The Improvement of Solid Waste Management to Support Regional and Metropolitan Cities Program, or abbreviated as ISWMP, is a program to improve national waste management with the main target of metropolitan cities and regional scale.

In collaboration with the World Bank, ISWMP will be implemented under the supervision of the Director General of Cipta Karya and the Indonesian Ministry of Public Works and Housing (PUPR).

This program is intended to support a plan in improving waste management for a number of districts/cities related to the national environmental program of Citarum Harum.

The priority districts/cities are Bandung City, Cimahi City, Bandung Regency, and West Bandung Regency. It is expected that the positive impact in Bandung Raya regional waste management will significantly reduce the number of waste accumulated in the Citarum River.

In addition to Bandung Raya, this program will also support other cities/districts that have a high commitment to improving waste management performance.

Support for the ISWMP program can be provided in the form of technical assistance and infrastructure assistance. For infrastructure assistance, it is necessary to prepare environmental documents.

There are two cities, namely Padang and Makassar which have prepared the intended protection documents, namely AMDAL (or ESIA: Environmental and Social Impact Assessment) and RKL / RPL (ESMPs: Environmental and Social Management Plans).

Besides AMDAL and RKL / RPL, for districts/cities that have not prepared environmental documents, an Environmental and Social Management Framework (ESMF) is prepared as a reference for managing the environmental and social impacts of each sub-project.

ISWMP. KPLS will direct: i) preparation of environmental and social management plans (ESMPs) of each sub-project under ISWMP and ii) preparation of documents related to social protection (Land Procurement and Resettlement Plans and Indigenous Peoples Handling Plans required by each sub-project )

Consolidation Executive Summary summarizes the results of the two cities mentioned in the AMDAL and RKL / RPL and the KPLS summary.
