Friday, January 24th, 2020 – DOW Indonesia and Waste4Change launched and inaugurated the Optimization Program of Reduce, Reuse and Recycle Waste Management Site (Tempat Pengelolaan Sampah 3R – TPS 3R) in Bogor Regency Regional Secretariat Office (Kantor Sekretariat Daerah Kabupaten Bogor).
The inauguration ceremony of TPS3R was also attended by Vinchan Tangkensirisin as President Director of DOW Indonesia, Drs. R. Pandji Ksatriyadi as the Head of the Bogor Regency Environmental Agency, Nur Haryanti as the Secretary of the Bogor Regency Environmental Agency, and Ridho Malik, Head of Strategic Services Division from Waste4Change.

Bogor TPS 3R Optimization Program planned to run throughout 2020. There are 3 (three) TPS 3R in Bogor that will be targeted including TPS 3R Berseri (Bumi Pertiwi Cilebut); TPS 3R Kahadean (Telaga Kahuripan) and TPS 3R Green Altari (Ciomas).
The optimization program will be focused on the 5 aspects of waste management, those are institutional, financing, community participation, and operational techniques.
This program supports regional policies and strategies (Jakstrada) related to the waste reduction and waste handling of household and similar household in Bogor Regency and to reduce the quantity and/or improve the characteristics of waste, which will be further processed in landfills (TPA).
“By integrating 5 aspects of waste management, DOW Indonesia hopes that the optimization of the TPS 3R will continue to be sustainable and become a model for TPS 3R in other cities and districts,” said Vichan Tankensirisin, President Director of DOW Indonesia.
Current Condition of TPS 3R in Bogor
Reported from jabarprov.go.id. for almost 6 years from 2011 to 2017 the Bogor City Government (Pemerintah Kota Bogor) has built 26 Waste Management Sites (Tempat Pengelolaan Sampah 3R – TPS 3R) in 10 regions in the city of Bogor.
This number has exceeded the target of the 2019 Regional Medium Term Program Plans (Rencana Program Jangka Menengah Daerah – (RPJMD), which is 19 3R Waste Management Sites.
In fact, the existence of the TPS 3R can reduce waste in Bogor City by 5.15 tons per day from the amount of Bogor City waste which reached 600 to 700 tons per day which are transported to TPAS Galuga.



Based on Government Regulation PU No. 3 of 2013, Waste Temporary Shelter Site (Tempat Penampungan Sampah Sementara – TPS) is a place before waste carried to an integrated recycling, processing and/or integrated waste management site.
Meanwhile, the Reduce, Reuse, Recycle Waste Management Site (Tempat Pengelolaan Sampah 3R – TPS 3R) is where the process of waste collection, waste sorting, waste reusing, and waste recycling activities are carried out in a regional scale.
The objectives of the TPS 3R Program that are contained in the TPS 3R technical guidelines are:
- Increasing the commitment of the Regional Government in organizing TPS 3R;
- Increase understanding and awareness of waste management and Clean and Healthy Living Behavior (Perilaku Hidup Bersih dan Sehat – PHBS) for the community;
- Providing infrastructure and facilities for quality, sustainable and environmentally friendly waste management in accordance with the need to improve the quality of water resources and the environment;
- Reducing the burden of waste processing in landfills by reducing waste generation at the source;
- Increase community institutional capacity.
DOW Indonesia’s Bogor TPS 3R Optimization Program is Facilitated by Waste4Change
Waste4Change as the facilitator assists TPS 3R in Bogor to develop 5 aspects of waste management. In the inauguration event, Ridho Malik explained the data from Bogor Environmental Office (DLH).
The facts in the field have shown that Bogor waste generation condition reached 2,850 tons per day with very limited land for landfill.
“Every day, only 700 tons of garbage is transported (handled), the rest is not managed (carelessly dumped, burned, etc.). Besides, in reality, most of the TPS 3R in Indonesia are not functioning optimally. There are around 14 TPS 3R in the Bogor Regency area which is sourced from APBN, APBD, and provincial assistance funds. Of all the TPS 3R, there are those that only function as temporary shelters, some only process recycled inorganic waste, and some even do not function at all, ” he explained.
Waste4Change also offers programs that encourage communities to take action and make a real contribution to find solutions to waste issues in Indonesia. These programs include:
1. Community-Based Implementation
There are two derived programs offered by this program.
- Community Assistance – planning and operational assistance for at least 6 months to ensure the sustainability of the SWM program in certain areas
- Community Capacity Building – Community-Based Capacity Building is a 3 days training for waste organization at the local level. Aim to deepen their understanding of management concepts in the waste sector and help them to create a supported action plan.
2. 3R School Programs
3R School Program is a program designed to increase the awareness of school residents to apply the 3R concept (Reduce, Reuse, Recycle) in their daily life. This increasing awareness of 3R concept is hoped to support the creation of a responsible waste management system in schools.
